The Port of Grays Harbor’s transformational T4 Expansion Project includes construction of a new AGP export facility at Terminal 4B which will create 80 full-time, family-wage jobs when operational in mid-2026. AGP announced the approval of the investment in the project in March of 2022 with groundbreaking taking place in November 2024. The expanded terminal facility anticipates 60 vessels per year to load up with AGP’s soy meal product and head to ports in southeast Asia.
To support AGP’s private investment in a second export facility, the Port is constructing 47,700 feet of rail within the marine terminal complex and making major upgrades to the T4 dock, including construction of a new fendering system and a stormwater collection and treatment system. The project will also add more than 30 acres of upland cargo laydown area to support ongoing and future operations at Terminal 4A.
Founded in 1911, the Port of Grays Harbor is one of Washington State’s oldest port districts and Washington’s only deep-water port located directly on the Pacific Ocean. The Port of Grays Harbor operates 4 deep-water marine terminals, the Westport Marina, Bowerman Airport, Grays Harbor Pilotage Services, numerous public waterfront access facilities, and industrial and business parks throughout the County. The addition of Satsop Business Park increased the Port’s properties to more than 1,000 acres of industrial properties and an additional 1,200 acres of sustainably managed forestland. Strategically located midway between Seattle and Portland and less than 1 ½ hours from open sea, the Port of Grays Harbor provides businesses a diverse portfolio of facilities. Exciting new additions are coming to Seabrook and the entire North Beach community that will contribute to Seabrook’s dream of becoming a complete town that can meet every need for full-time and part-time living, from raising a family to enjoying retirement.
First off, the Seabrook Community Foundation is working towards sponsoring the construction of a community center next to the new Pacific Beach school, with the possibility for facilities such as gyms, indoor basketball courts, and swimming pools.
Seabrook is preparing a major expansion of available town amenities, with plans to double the shops and restaurants, build indoor pickleball courts, and expand the 24-mile network of hiking and mountain biking trails. Additionally, land for a par-3 short golf course has been approved, located a short 5-minute walk from Seabrook’s Fernwood neighborhood, and is currently in the design phase. Eventual plans for an 18-hole course are in the works as well.
When it comes to the Town Center, construction on The Sunset District, the final block to complete Seabrook’s Town Center, is now underway. This addition will add luxury townhomes, condos, and retail spaces with sweeping ocean views. On the Southwest corner, a restaurant is planned with five luxury residences situated above, perfectly oriented for unobstructed coastal sunsets.
Across the street, Koko’s Restaurant and Tequila Bar will soon be moving into a much larger space in Pacific Landing, which will also offer unimpeded ocean views.

A couple of blocks down Market Street, the Newhart Building has rapidly taken shape and will feature nine rooms, each with en-suites, that can be rented to groups such as family reunions, weddings, and corporate retreats. In the near future, a new shop in the retail space on the ground floor will be announced.
To the north of Town Center will be the new Makers Village, where artisans will create and sell handcrafted products, including blown glass, leather goods, jewelry, and confections. Artisans will also host classes, and workshop spaces equipped with the necessary tools will be available for homeowners and guests to work on personal projects.

Project Status: In development since 2014.
Project Size: Approx. $75 to $80 million.

North Shore Levee Project
The North Shore Levee Project was created with the intention of removing approximately 3,500 Aberdeen/Hoquiam properties from the current FEMA floodplain map. The five to six-mile long levee would sit between the two cities and the waterfront following along the east bank of the Hoquiam River, curving around residential areas before ending on the west bank of the Wishkah River. The result would be the removal of the many properties from the mandatory flood insurance requirement that would save property owners millions of dollars as well as increase property values.
Project status: Internal efforts to establish the project began in June of 2013 and the official project kick-off occurred in June of 2014.

Aberdeen US 12 Highway-Rail Separation Project
This project will focus improving traffic flow, accessibility and safety along US 12 between Fleet Street (Riverfront Park/Tractor Supply) and the Wishkah River. Rail traffic along the Puget Sound and Pacific (PSAP) railroad tracks is frequent and restrictive. As trains pass through east Aberdeen along the PSAP tracks, access to and from the shopping area is cut off until the train passes, resulting in traffic congestion both along the highway and within the shopping center’s parking lots. The Aberdeen US 12 Highway-Rail Separation Project will help relieve these issues and streamline access to this portion of the city.

Grays Harbor College (GHC) was among the first community colleges established in the state, welcoming its first students in 1930. Over the course of nearly 100 years serving the community, GHC has grown to include three campuses in Grays Harbor and Pacific Counties and employ more than 250 faculty and staff.

GHC's Schermer Building, also known as the 4000 Building, is home to the college's Nursing program and a state-of-the-art simulation lab.
As GHC had grown to offer bachelor of applied science degrees as well as many other degrees and certificates, there was a great need for a STEM building on campus. This inspired the inception of the state-of-the-art, 70,000 square-foot, $33 million, LEED Gold certification Schermer Building that was completed in 2015.

GHC's tulalW Center is home to the college's Student Life programs, Diversity Equity Center, student support services, and more.
Please note – the GGHI website can only support one specific font. The correct characters in tulalW, a Quinault word meaning "together," are as follows:
In 2024, the college completed another major project on its Aberdeen campus, construction of the tulalW Center. The project was funded by the state legislature at $52 million. Of that, $48 million was state capital funded by bond sales; $3.7 million is funded by students through a fee that was voted on and approved by the student body.
During construction of the tulalW Center, GHC reached out to the local Native Tribal Nations for guidance in choosing a name with Native cultural relevance for the new building. The Quinault Nation responded to the request, a committee was formed, and a meeting was arranged with Quinault President Guy Capoeman. The name President Capoeman chose to share with the College was tulalW.
The name, tulalW, means "together," fitting nicely with the gathering spaces that are housed in the new building, like the Diversity Equity Center and Student Life Lounge, as well as the college's bookstore, an event center, and many conference rooms. The tulalW Building has also provided a welcoming gateway to campus and an easy entry point for those looking for help starting their college journey.

“Building this town is all about creating these traditions for people that love the coast, love community, and want to really connect with nature, but also have all those urban creature comforts and amenities surrounding them,” says Casey Roloff, Seabrook’s co-founder.
Seabrook is dedicated to supporting the local community, and through the work of the Seabrook Community Foundation, almost $8 million has been donated to schools, food banks, emergency services, and college scholarships, with around $250,000 in scholarships awarded each year. Learn more here.
